FIFA Plans $6 Billion Football Development Fund, AIFF Could Receive $25 Million

FIFA is expected to propose more than $6 billion in football development funding for the 2027-2030 cycle, more than doubling its earlier allocation plans. Under the proposal, each of the governing body's 211 member associations, including the All India Football Federation (AIFF), could receive $25 million, up from the previously planned $10 million.

The six continental confederations would each receive $99 million over the four-year period. The proposed increase follows the commercial success of the 2026 FIFA World Cup, which reportedly generated around $15 billion in revenue, exceeding initial projections.

FIFA plans to use more than $3.5 billion from its financial reserves to support the expanded funding programme while retaining cash reserves of $1.7 billion. The proposal is scheduled for discussion at the FIFA Council meeting on October 15, followed by consultations and potential finalisation in December.

The funding plan comes amid scrutiny of FIFA President Gianni Infantino following the abandonment of the proposed FIFA Forward Enterprise private investment initiative. If the proposal progresses, it will require final approval at the FIFA Congress in March 2027.

For Indian football, the proposed $25 million allocation could provide a significant boost to infrastructure, competitions and development programmes, although the final conditions and disbursement rules are yet to be confirmed.
